Solved Surface Pen paired and Top Button working but no writing

To be clear, when the "bad" pen is paired with the other computer, it does not work there?

I have a surface pro 7 and my surface pens buttons will work but when I touch the tip to the display nothing happens no writing or response. I've rebooted the pen, when into device manager uninstalled and reinstalled so many things and still no fix. the batteries are at about 67% life.
