Unfortunately this is the world we live in. Most countries of the world do in fact want to control the flow of information and are open about that even if they go about the task of making that happen behind closed doors. Even in countries that support free speech and "freedom of the internet" there are many in those governments and populations that want to control the internet (SOPA, PIPA, RIA, MPAA).
I am far from a conspiracy theorist but this is one of those topics that if people in the "free" countries don't stand up for their rights, they may lose them without knowing it. It will also take great diligence and participation because even when defeated, the proponents of control just come back behind more tightly closed doors and thicker iron curtains and try and slip the same policies by without notice (CISPA, WCIT).
