i have surface pro3 run win10 can i update my sound card to like

or where i find bass and equalizer in my control panel

You can add all the Realtek audio drivers with no problems.

However, Windows 10 does not pass settings control to the User Interface you are showing.
Even if you download the User Interface, Windows 10 will not access it.
 
If I wanted real 5.1 surround, I would just pass through the DTS or Dolby or PCM 5.1 channel via displayport onto my receiver -> preamp -> power amp -> passive 5.1 speakers and subwoofer.

If I wanted a personal audio listening, I'd just output to an external DAC and headphone amplifier then listen to hi-fi sound.

Note that both setup doesn't involve Realtek which is inadequate for serious audio listening.

And if you want bass and graphic equalizer control, most playback software such as Windows Media Player and VLC media player has this.
