No, I just verified that I don't have it on..
That is the most recent version of the Marvell driver. When you install the Intel drivers you are updating the core chipset drivers. That has been the key to my stability. Manually installing the latest video drivers has been the key to my video performance.

There is another discussion in this forum on where to get and how to install the latest video driver.
My video driver version is : 10.18.10.3907
You have to manually install this driver version as it was not approved for use on the Surface yet, but it was designed for this chipset, improves battery life, and really helps with video performance.

Well, Hyper-V is the cause of your issue.
Turned Hyper V on to access the performance profiles, etc. Is this a known issue specific to the SP3?

Yes, it's a known issue. After changing the Power plan you should disable Hyper-V using this workaround:
