Choppy HDMI from Surface?

    My brother owns a ms surface and I purchased an hdmi cable to play some old SNES games from the tablet onto my tv. When I plug the cords in everything is there , but the sound distorts from the surface and dosnt play at all on my tv. Also the game play itself is extreeeeeemely choppy. Is it possible the cord is not connecting right? Or can the surface not run an emulator onto an hdmi tv? . I am very non techy so any help is appreciated. Thanks in advance
