Default Power Plan options apart from Balanced have disappeared, how to restore them?

On Windows 8.1 on my Microsoft Surface Pro 3, normally I have Balanced, Power saver, and maybe High Performance. Recently I noticed I now only have Balanced ... where could the others have gone? I certainly have not deleted them myself.

When I go to Control Panel\Hardware and Sound\Power Options it only lists Balanced in the 'Selected plan' section; the others are nowhere to be seen.

I've run

powercfg -restoredefaultschemes​

but it had no effect.

Did you enable the Hyper-V Role previously? By default the Surface Pro 3 only has balanced due to Connected Standby.
