Particular part of screen screenshot keyboard shortcut

I have been looking for a way to do a screenshot of a particular part of the screen using the keyboard. I know I can use the snipping tool, but it doesn't work well with non desktop apps/MUI apps

Basically I am looking for the counterpart functionality of the mac command - shift - 4

Surface Pro 3 can do it with the pen by pressing the purple button twice.... outside of that it would be difficult, before I had the SP3 I would use Windows Button Volume Down combo to get the full screenshot and use the snipping tool to get the region I wanted.
