I have a surface pro 4, I7, 16gb ram

Okay, Henk. There should be no lag.

I suggest a “Reset” (keep my files option) from Settings, Recovery and Backup. This will refresh Windows and its services.

Thats exactly what microsoft suggested and I did.
Then last week they replaced the surface pro 4 and after installing over the weekend back to same problem.

I wonder if some kind of language or font pack is slowing it down.

This computer is 3 days old. Just set it to English.
Installed Photoshop. And Microsoft.

Other Photoshop users of 2017 and 2018 CC versions are complaining about slow response and lag, not due to their computer. The problem appears to be with Photoshop.

Users have noticed that the longer Photoshop is open, the slower it becomes. Also, changes to program settings may be necessary.

I believe your Surface Pro 4 is not at fault, but it is Adobe software problem.
