SP3 Refuses to Work When Not Charging

Hi, my friend's Surface Pro 3 received the October updates recently. After a few days, he noticed that it was refusing to turn on when it wasn't charging. When he stops charging it, it turns off. The battery meter doesn't ever show an accurate charging and it looks like it thinks that there is no battery present.

Any suggestions?

I would call Microsoft. Sounds very much like the battery is either bad or you have a bad connection. Either way it sounds like an RMA.
