Surface won't start up

My mate just bought a suface pro and is having trouble getting it to boot up.
When he turns it on it says "Preparing Automatic Repair", then goes to a blue screen and then repeats the process.
What's going on here and what does he need to do to rectify this?

Blue Screen ... did you mean a Blue Screen Error or just a solid blue screen?
A Blue Screen Error is usually a driver or hardware problem.
If you have keyboard attached can you get to safe mode by pressing F8?
If you can get to Safe mode with networking, check for updated drivers via windows update.
