In your Intel control panel go to Display>Color>Advanced then YCbCr Enable.
See if that helps.

If you are using the Intel Drivers and not those provided by MS, make sure you turn off automatic updates and hide the "Hardware Update" from MS that will come through. They are trying to restore your stock video drivers and you don't want that.

Guys I am BACK on the stock drivers. I rolled back as I mentioned a few posts ago. I don't have the Intel control panel.

Was your external monitor connected when you looked for it?

Yes but the issue is not with my external monitor, it is with the surface.

And when I go back to the Intel driver, I have this terrible green tint I can't shake through the Control Panel.

Yes, but the only way to see the advanced color setting is to have your external monitor connected.
