It is something that Phone Team has been attempting with some success and they now run the entire OS Team. So far it has worked but like I said they ran into a Showstopper with the Windows Phone 8.1 Update 1 roll out with encrypted phones, but they fixed it eventually (4 months later).

Just the opposite...they were the team that was agile enough to bring new features out incrementally and were willing to work across divisions to make their product (Office and Xbox). Its one of the major reasons Steven Sinofsky's team was removed from the Windows Client Org. The Sr. Team is now made up of mainly Phone and Xbox people.Peter principal?
