chinese characters; preventing shutdown

Hello, Occasionally when shutting down or restarting my Surface Pro 3, I get the standard Windows notification that an App or Program is preventing shutdown.restart. However, the app listed is named in Chinese? characters and is one I cannot find on my device. I attach a photo (apologies for...
