Is your other system UEFI?, 32 or 64 bit? Try creating a USB with your Surface, be sure to include the option for secure boot and encryption if you need it. The USB must be FAT32 in order to boot UEFI.

i even installed it on my SP4 and reformated the USB drive to fat32 and created the recovery drive and still will not boot, do i need to turn anything on or off in the UEFI screen

the only thing i can boot from USB is the recovery i downloaded from the MS website
