[dumb question] - how do I enable the shortcut keys instead of being F1, F2, etc

Right now if I push F1, F2, F3 they behave as if I pushed F1, F2, F3, etc but I want them to behave as brightness up/down, mute, play/pause, and whatever is on the keys as shortcuts, not functions.

I know I can hold "Fn" to do this but I want to hold "Fn" to do F1, F2, F3 and want the shortcuts to be the default.

I feel stupid for asking how to do this, it's changed since Windows XP, I swear.

I believe its: Press “Fn” + “Caps” keys simultaneously to set the lock and remove the lock, unless I missed your meaning.
