Excel 2013 workbooks and cell formatting

Anyone experiencing a complete lack of cell formatting displaying on the Surface Pro? I first thought the face that both simple cell shading and more complex conditional formatting did not display--at all--was due to opening files created in earlier versions of Excel. However, I've tried to apply various formatting to workbooks created in Excel 2013, but I cannot even get text to display red or shading to display yellow much less conditional formatting to display.
Is there a setting/toggle that I've missed?
