External monitor won't display in portrait when in duplicate mode

I have an external monitor hooked up to my Surface Pro 7 using a USB-C to HDMI adapter. It is in extend mode with both the Surface and the external monitor set to portrait mode, and that works great. It's been working this way for several years. However, I have decided I'd like to have it in duplicate mode. But when I switch to duplicate mode, the external monitor switches to landscape mode with the image of the surface screen in the center. When I switch back to extend mode, the external monitor switches back to portrait mode. I've tried locking the rotation, but that doesn't help. I am using the latest Windows 11.

How can I get the external monitor to display in portrait orientation when the displays are in duplicate mode?
