How to use Surface Pro 3 pen as a (finger-like) stylus

Is it possible to use the SP3 pen as a stylus, so I can scroll with it and essentially use it like a very precise finger (all while retaining its current functionality)?

Yes and no, it depends on what API is being used, but in principle yes, especially for desktop applications, but the situation is more varied for MUI apps.

So how would I go about changing the API that the pen uses for desktop apps?

I certainly use it that way on some websites and other apps.

in Win8.1 and win7 there is an included pen gesture to scroll If you make a fast swipe up or down gesture.

but thats not precise at all ^^
