Mail won't sync over my work network (Windows 8.1)

Anyone else having the same problem?

Even if I manually sync mail it won't download messages. This is new on 8.1. dent have a problem with 8.0.

My work network is actually a public network which always asks me to agree to terms and conditions. No passwords. So its set as a PUBLIC network.
