Onscreen Keyboard will never open

All of the sudden my on screen keyboard will not open even when I click the keyboard icon on the taskbar. This happens in tablet or desktop mode with a keyboard attached or unattached. I have never seen this issue before. Is anyone else seeing this behavior?

I have tried rebooting, updating the latest firmware/drivers, and using the "Dism /online/cleanup-image /restorehealth" command.

I would contact MS support online. They have a for online service where you can set up a chat session with a MS tech.
