So I have the Surface Pro 3 i5 8gb RAM model, and inside system properties it says the following:

I am confused on the actual specs of the processor because of this. On the microsoft store it said 2.9 was the max turbo frequency. If this is true, why does it say 2.50 here? which is the real turbo?

here is a screenshot of the specs listed on microsoft store (taken with 'send to onenote', which is an awesome application):

i believe it is actually 2.5 GHz with a 2.9GHz turbo boost. The surface can't sustain 2.9GHz, but it can periodically boost to 2.9GHz to make choosing menu options and such more snappy.

I stopped to look at GHz a long time ago. They don't mean that much as the amount of Cores. At least to me.

The Intel i5 4300U has a max turbo frequency of 2900 MHz, top non turbo frequency is 2500 MHz

Base clock is 100 MHz with multipliers from 8 to 29 so you will see it run anywhere from 800 MHz to 2900 MHz.

Don't worry about the frequency - SP3 has way too many thermal issues to maintain 2.9GHz.
