Stuck on "Hi there" screen while setting up country, language and timezone

Stuck on "Hi there" screen while setting up country, language and timezone.
Just circles on saying "Applying these setting", since yesterday. Tried force restart many time, left the screen overnight like this still didn't progress. Please help, i do not have another laptop to prepare USB boot drive.

This is the issue screen, click on next and just keep applying settings, never ending.
