There is nothing in Windows settings that will re‑enable this functionality.
The Volume Up + Power button combo used to work because the firmware intercepted the event and passed it through to Windows, which then triggered the screenshot. On the Surface Pro 11, the ARM/Copilot+ firmware architecture still intercepts the combo — but it no longer forwards it to Windows. This behavior is tied entirely to the ARM/Copilot+ firmware on the Surface Pro 11, not anything configurable in Windows.
