But I wonder about this entry:

Broadband Tethering

Turn your Windows 8.1 mobile broadband-enabled PC or tablet into a personal Wi-Fi hotspot, allowing other devices to connect and access the internet.

How precisely would this work? Do they mean that once a Win 8.1 device (RT included?) is connected to the internet, it can then be used to connect other devices? I ask because as we all know, at least the Surface devices do not have a mobile (broadband) connectivity option other than the Ethernet port (via USB for the Pro) and wireless for the RT. I also wonder why the RT does not have the Ethernet option like the Pro.

I'm guessing that is support for future devices that have 4G radios included in the hardware - you could share that data out to other devices.
