Issue upgrading to Windows 10 Pro

I ran into an error while attempting to upgrade to Windows 10 Pro. The process delivered a rather cryptic error message but I didn't make note of the message.

While digging into this I noticed that the Region code (Windows Settings > Time and Language > Region and Language) needed to be set to US for the upgrade to work correctly.

Odd. I've updated to 10 on many machines and have never used a US region code.
