Nothing will open...

My Surface 2 restarted for updates, when it restarted none of the apps or programs would open including settings. If i click on them they open a new screen and then it goes straight back to he homepage. The only things that will open properly are desktop and internet explorer. i can't restore it back to factory settings as i can't get into the settings menu. Any ideas???
