surface 3 keyboard refuses to work

i have tried almost everything, but after fixing the static sound issue, now, the surface keyboard only works for screen brightness and the fn button lights when pressed. no other parts of the KB work. i've tried reinstalling drivers, even going as far as resetting the unit, STILL no KB.

anyone else have this issue?
