Surface pro 2017 m3 output to 4k display? [PRO2017]

Hi guys, thanks for clicking on my post.

I am a student a I mostly just surf the web, use Microsoft applications, deal with long pdfs and just watch Netflix. I was wondering if my surface pro would be able to output to a 4k resolution without any significant stutter or lag.
