Whats going on? Small browser window

My Surface screen will occasionally look like below, what causes this? The web page is extremely small. And how can I stop it from doing it

I'm guesing your issue is with Edge. I'm moving this to the Edge forum.

I am still using 8.1 The problem corrects it self if I exit Windows and re open it
