I've noticed a few times now, when I power up my SP3 (after shutting down completely), touch is not working, neither is pen input. Doing another restart fixes it. Anyone else experience this?

Yes - I have had that occur a few times. In particular the PIN pad will come up, but won't respond to touch. Attached keyboard cover doesn't work either. Sometimes if I wait a few seconds, it will start working and other times I have to restart.

Me too. I think I may not have been patient enough to wait a little. Sometime on after logging in it has some house cleaning to do it the computer was so busy it could answer the interrupt request to recognize the hand. I think I've had it once in a while not show the cursor after booting.

So, after 3 weeks of intensive use (with no reboot) and no issue, I have discovered ,when I finally rebooted, this very same problem. Not a deal breaker, but something that must be fixed......
