Win 10 Quick Check does not finish

I have tried repeatedly to do the Win 10 upgrade. It says it is ready. But when I start the process it hangs on the first Quick Check step on my Surface Pro 2. Tries disabling my Bitdefender but no help. What can I do?

Bitdefender may indeed be the issue but you may need to uninstall it. It's not easy to totally disable all the components.

I uninstalled Bitdefender and that did not solve the problem.

Some have had to Refresh or Reset 8.1 to clear up upgrade issues.
