1607 Aka Anniversary Upgrade

I've upgraded a couple new laptops without a hitch. It takes right at an hour to upgrade via the link below. Laptops would not update via the Settings\Update & Security. I think the only ones that will update via this method are Surfaces.

When I tried to download the update I did not have enough disk space in C drive, the update apparently needs 20 gb and I only have 13 gb free on my 64 gb drive. Can I move the "User" folder from C to D which is a micro SD with over 100 gb free space
