Fan Speed is not Right Since January

I cannot remember when, but seems like my surface has a fan speed issue.

While device is in idle, my surface book should not make any noise. The fan should be silent. However, since last month, my surface book's fan speed sometimes starting to increase, even the device is idle with no programming running. The device's temperature is also not hot, which should not be a background program using the cpu. I cannot figure out the pattern either, seems like happening randomly. So I always turn my surface book off when I am not using it.

Has anyone have similar experience?
