Not a Surface app per se, but this Windows utility is currently on sale for $4 from the usual $8. It doesn't say how long the sale lasts. The free version works fine as is, but the pro version gives you a bunch of settings to tweak, including customizable skins.

nice, it shows many stats. how fast is your battery draining? mine says 10192 mW, and only abt 5hrs expected. with nothing running and medium brightness. relatively young surface pro 3
