Lock screen picture and other items cannot change

OK. This should be an easy one for you, Win 10 gurus.
I cannot seem to change the picture for the lock screen nor can I add any "gadget"
items to it even though the "settings" screen shows everything is changed and added....

Anybody?

If you are logged in with a local account try your Microsoft account. Not sure what you mean by gadgets. In the strict sense of the word they wore gone after Windows 7.

I used the term "gadget" loosely. It was meant to refer to programs the output of which one can display on the locked screen such as weather, etc....
