From the Desktop > Charms Bar > Settings > Personalization > Display > Medium - 125% > Apply

From the Desktop swipe your tablet from the outside right towards the center.

Allow me to back up to your original question. What 'menus' are you referring to?

The Photoshop menus are tiny, even on my 14" notebook. Photoshop did make a Photoshop Touch, but only for iOS. Until a proper version of Photoshop is released for touch devices, users will suffer.

Sounds to me like PhotoShop needs a ribbon.
