Problem with taskbar not responding to touch in Desktop

This has been a problem basically since I got the i5 2 months ago.
There are two problems really...not sure if they are connected.

1) Trying to touch the keyboard or the windows key does nothing
If I keep touching it 1o or 15 times it will finally work
Mouse seems to work
2) At times...seems like with Desktop IE mostly...if I try to select another program from the taskbar (even with the mouse) it won't bring the selected program to the front.

I've tried the regedit 200000 fix. it works for a bit, then it quits working.

Anybody else?

@sudermatt,

I think you need to do a Refresh from PC Settings, Update and Restore. You seem to have some processes improperly competing for attention.

Your own files should remain, and only the OS and regisry should be replaced.
