Surface Pro 2017, its looping back to "hi there

Hi



I bought a new Surface Pro 2017, its looping back to "hi there , let's get a few basic things out of the way", i select my language and it proceeds to the wifi credentials screen, then i get "just a moment" after sometime it reboots to the "hi there" screen. This has happened more than 10 times. Please note this is brand new device and hasnt been switched on even once.



Please advise what to do?
