Surface Pro 7+ disk upgrade and BitLocker

I acquired a lightly used Pro 7+, 128GB. I got a cheap 512GB SSD. I turned off BitLocker on the original 128GB SSD, and cloned it to the new 512GB.
Now I can't turn BitLocker on, on the new SSD. Everything works fine. Runs Windows 11. From what I can tell the SSD is using GUID Partition Table as required.
When I try to enable it, it states that the 'startup options on this PC are configured incorrectly'. The settings in the UEFI menus appear correct.
Does the SSD hardware just not have the chipset to turn it on?
I'll live without it, but it is odd.

BTW, this replaced my older Surface Pro 3. I really like the much better battery life.
