Touch Screen not responsive after cold boot

Have noticed there is a lot if complaints about the touch screen not being responsive for about 10-12 seconds after a cold boot and facing the same issue. All updates being installed I still see no solution. The Windows button responds with a vibrate, so the touch screen seems to be active, but still there is a lag till the lock screen can be swiped away. Anyone knows a solution to that?
