Use Stylus Pen over any app?

Is there a program I can download that will allow me to use the stylus to highlight and notate over any application?

Example: Take notes over a paused scene in Netflix.

I'm a teacher and that feature would be very useful.

well what you could do is pause the scene take a screenshot and then open the screenshot in paint editor and then make your notes in the screenshot? a little long winded but that's the only way I think it can be done...

I teach medical residents and student and use MS's OneNote. Pictures (like on web pages) can be right clicked and pick Send to OneNote. For videos you can take a screenshot as beman39 describes above (which puts the image on Windows clipboard) and paste it into OneNote.
