Try reinstalling Windows. I really wish I was joking, but running creators update on a fresh install of windows has been great. The new bash on windows features are amazing.
Without any modifications, I apt-get install'd emacs, and out of the box it works perfectly along with 24bit colors.
And post re-imaging, battery life is alright.
