BSOD error code 0xc0000034

I dont have much history because I am trying to repair this for a friend. I've hit a dead-end with this blue screen that says the device needs to be repaired, error code 0xc0000034, You'll need to use recovery tools... I've done everything by the book. I created the recovery disk on a windows 10 computer. I've tested it on that computer to insure that it does boot. I verified that it is set to boot from the USB-SSD in the bios. I have tried it with secure boot enabled and disabled with no success. I suspect that the boot sector or firmware is not right. How do I proceed from here? Is there a glimmer of hope or is the surface bricked?
