Factory Reset will not work

Factory Reset the Surface Book 3, model "1873", it then asks me which keyboard region I would like to be in, but then I am unable to select a keyboard region because it disables my keyboard. The keyboard does not work during the setup process. Why does the keyboard not work, and how to fix this? Thank you everyone.

User error. @BrutalMoose was able to set keyboard region with no more problems.
