mail app junk settings?

Many emails sent from my outlook.com or live.com addresses are being sent directly to junk by the Surface Exchange account I use. Any reason anyone can think of?

I can't be sure, but I don't think there are any junk mail settings in the Mail App. I think the thing to do here is check whether some server-side junk mail system is pushing the email into your junk folder.
