Nearly 100 seconds to restart normal?

My surface pro 3 takes nearly 100 seconds from clicking "restart" until showing the logon screen. Is that normal? Waking up from "sleep" or "shut down" takes only a few seconds.

I don't feel it's an unusual amount of time. That is round the same time most PCs with SSD drives take to restart. A lot depends on what is loading while it's starting. A rule of thumb, the more items in the system tray the longer it will take. Anti Virus software typically takes as long or longer as anything else.
