Speech to Text (S2T)?

Hi All,

My dormant (now have a Lumia) Android phone has the ability to use S2T when using Notepad type of things.

Is there any non-third-party application that will do this on the SP2?

I am hoping that Cortana in win10 will offer S2T, but have no intention of swapping over to win10 until the final release. I do not want third-party apps as the Permissions are all too often just plain stupid to agree to.
