Surface Pro 6 battery

Hi everyone, I'm asking for your opinion.

I have a used surface pro 6. The battery scores 91 complete charging cycles, but in the report the actual capacity is 54%. How is it possible that the battery is ruined? Can I increase its capacity?

what's the usage history? has it sat for months unused? charging then discharging several times such a device can restore some capacity (amount varies).

Now I'm having it fully discharged and recharged, but when it reaches 30% it turns off and doesn't charge up to 100%. It reaches 90, then I have to unplug it and plug it back in. Do I need to change the battery? It tells me it has 72% capacity
