UNABLE TO UPDATE WINDOWS FROM VER 1803 TO NEWER

On my SB2 I'm now stuck in an andless loop. Any attempt to update Windows it says "Failed, It is not possible to continue".
I tried a number of times and solutions.
Moreover, the system was formerly giving me the option to update to 1903 version, but now does not give it anymore, although informs me that my version (1803) is now obsolete and has to be updated. Any suggestion ?
I put herebelow the resume of actions performed:

- 200312 - UNINSTALLING MOST RECENT UPDATES
- unistalled KB4346084, KB4486153, KB4523203, KB4537479, KB4537795
- system did re-install all of them but KB4346084, adding the update 2020-02
- applied Windows Update Reset script
- applied WinUpgrade_9252 > Result: Upgrade failed
- Applied Windows10UpgradeApp >
> Final Result: Upgrade failed
> Error Info: error 0x80070013

- 200313 - ENSURING SURFACE BOOK2 CORRECT OPERATION
-applied Surface Book2 Diagnostic Tool > no alarms
- applied Windows Update Reset script
- applied Windows Update Assistant
>Final Result: Upgrade Failed
>Error Info: (not registered)

- 200318 - INSTALLATION FROM WINDOWS USB INSTALLER
- Prepared USB unit with version 1903 x64 through Windows Media Builder
- applied USB Tool
> Final Result: Upgrade Failed
> Error Info: Boot configuration not as expected
- looking on Microsoft support site I understand that the recommended order of Boot partitions is: Windows RE Tools, System (EFI), MSR, System (C:\Windows & Data)
- on my Surface Book2 the (original, never touched) configuration is : MSR, System (EFI), System (C:\ Windows & Data), Windows RE Tools

- 200322 - UNINSTALLED THIRD PARTY APPS
- Uninstalled third party A/Virus, Firewall Contro and Maintenance apps
- Disconnected all external units (HDD and DVD)
- applied Script_Reset_Windows_Update_Tool-master > no errors
- at step 13 automatically initialize the Windows (in-built) upgrade
> Final Result: Upgrade Failed
> Error Info: Boot configuration [order of partitions?] not as expected

- 200331 to 200402- OPERATIONS UNDER THE ASSISTANCE OF A MICROSOFT ADVISOR
- Anything new was received from my contact
- Standard operations were repeated with new USB and DVD Installation Tools and version 1909
> Final Result: Upgrade Failed
> Error Info: Boot configuration [order of partitions?] not as expected

Sorry about all this trouble, @klithos .

I suggest one of these things:

- Full "Reset", including erasing all data.
- Wipe (clear) your Surface down to "factory", as if you had just sold it.

You've apparently tried everything else.
