I recently picked up a Surface Rt from Ebay really cheap. After looking at it, it was just stuck on the surface screen. I downloaded the reinstall from Microsoft and got it on a flash drive. It went into the reinstall menu but gave no option to reinstall Via USB. I did a little more digging and found it says that the hard drive is only 512 MB. I know thats not right. To be honest i am at a loss on what the other owner did to it or how to fix it. Other things i have noticed is I can't get the UEFI menu to me up by holding UP and Power and when I try the restore or refresh options it says the drive is locked or I am missing a partition.
